Energy Keepers Receive Additional Variance for Flathead Lake Levels; Tester Calls for ‘Immediate Action’

Energy Keepers Inc., a tribally owned corporation that manages the dam at the south end of Flathead Lake, has been working closely with the U.S. Army Corps of Engineers to adjust the water levels in the lake due to dry conditions in the region. The normal federal license for the SKQ dam requires the lake to be brought down to its lowest level of 2,883 feet during April for flood risk management during spring runoff.

However, with below-average water supply forecasts for the summer, Energy Keepers requested and received a deviation to raise the low-pool level to 2,892 feet by the end of May. This deviation will improve the likelihood of refilling the lake’s top foot in June while maintaining the flood management safety net.

Water supply forecasts for the region have been below average, with snowpack levels at 76% of the 20-year average in April. Precipitation in the Flathead River Basin has also been below normal, with February providing a slight boost to the water supply.

To provide transparency about the operations of the dam, Energy Keepers has started posting weekly forecast updates, including a graphic indicating the possible lake elevation range for the summer recreational season. The federal operating license allows Energy Keepers to control the top 10 feet of Flathead Lake, with a maximum pool level of 2,893 allowed around June 15.

U.S. Sen. Jon Tester recently sent a letter requesting immediate action on Flathead Lake levels to the Columbia River Technical Management Team. The collaboration between Energy Keepers Inc. and the U.S. Army Corps of Engineers highlights the importance of managing water levels in the region to ensure the safety and sustainability of Flathead Lake. “Last year, the Flathead and Clark Fork basins in western Montana faced severe drought conditions, leading to significant impacts across the region, such as historically low water levels in Flathead Lake. The lesson learned from 2023 is that early action is crucial to mitigate the worst-case scenarios when the summer months arrive. Senator Tester emphasized the importance of taking action now on summer draft limits to prepare the region for managing drought effectively.

The TMT, composed of representatives from four states, five federal agencies, and six tribal nations, plays a critical role in coordinating the operations of numerous federal dams in the Pacific Northwest. The TMT prioritizes fish and wildlife conservation above other system benefits and provides operational recommendations to the relevant federal agencies controlling these dams, including the Bureau of Reclamation-operated Hungry Horse Dam.

Senator Tester specifically highlighted the importance of monitoring Hungry Horse Dam operations closely. He urged the TMT to consider upcoming drought forecasts and establish summer draft limits accordingly to ensure that the Flathead River Basin is well-equipped to address drought conditions throughout the summer.

In his communication, Senator Tester emphasized the shared desire among Montanans to see Flathead Lake at or near full pool during the summer months.
